The company

Privately held, headquartered in Atlanta; founded 2017. Backed by Andreessen Horowitz at an ~$8.4B valuation (April 2026) on roughly $300M revenue; 6,000+ US communities. Zero Canadian police contracts, and the OPP has said it has no plans to use Flock. Because of this, Flock-tagged cameras appearing on Canadian maps are most likely private/HOA installs — or mistagged by the volunteer who mapped them. The platform: FlockOS + TALON

The network is the product: ~5,000 agencies can search each other's cameras through one lookup (TALON).

Convoy Analysis. Enter a plate; the system finds vehicles that frequently travel with it — flagged as potential associates even if they only share a commute.
Multi-Geo Search. Follows vehicles between cities and states; case documents describe building "patterns of life."
Nova. A person-lookup layer that "jumps from LPR to person" using data-broker records — reported to have drawn on breached datasets.
Drone dispatch. Aerodome drones launch automatically to camera hits.
Audit logs. Every search logs a typed reason — the mechanism that exposed the Texas abortion search and a police chief's stalking. Also the mechanism where "hehehe" passed as a search reason.

📎 On the record: Grand Prairie, TX police ran a slur through Convoy Analysis six times — targeting a traveling community with no crime specified (EFF, from audit logs).
