We publish the requests we send so anyone can copy them. This page is the other half: exactly where each organisation takes a request, what it costs, and who the cheque is made out to. Every line comes from the organisation's own page, cited underneath. Where their page does not say, we say that instead of guessing.
Four things that catch people out
Ontario is 45 business days now, and several pages still say 30
Ontario moved FOI response times from 30 calendar days to 45 business days on 1 July 2026, under both FIPPA and MFIPPA. Durham and Hamilton have updated their pages. Brampton, Chatham-Kent, Sault Ste. Marie, Windsor and Ottawa still publish the old figure. If you are working out when a request is deemed refused so you can appeal, do not use the number printed on those pages.
The cheque payee is often not the organisation you are writing to
Windsor Police takes payment to the City of Windsor. Ottawa Police to the Treasurer of the City of Ottawa. Edmonton Police to the City of Edmonton. Any Ontario ministry, including MTO and the OPP's route through the Solicitor General, to the Minister of Finance. A cheque in the wrong name is returned, and the statutory clock does not start until the fee is paid.
Alberta's FOIP Act no longer exists
It was replaced by the Access to Information Act and the Protection of Privacy Act on 11 June 2025. Calgary and Edmonton police both cite the new Act. A request citing FOIP should still be processed, but the reference is out of date.
The fee is not $5 everywhere
Ontario and federal requests are $5. UBC, under BC law, is $10. Calgary and Edmonton are $25 for general records. Quebec has no flat application fee at all, charging per page instead.

One you cannot file against
407 ETR Concession Company Limited
We map its cameras, so this question comes up: you cannot file a freedom-of-information request against 407 ETR. It is a private consortium operating Highway 407 under a 99-year concession signed in 1999, it does not appear in Ontario's Directory of Institutions, and it publishes no access-to-records process.
- The nuance
- Its privacy notice states that "both PIPEDA and FIPPA apply to our collection, use, and disclosure of Personal Information." That is a statement about privacy obligations, not a concession that it is an institution subject to access requests. The only route it offers is an individual asking for their own personal data, in writing, to the Customer Advocacy and Privacy Office, 6300 Steeles Avenue West, Woodbridge ON L4H 1J1.
- What to do instead
- File with the Ministry of Transportation under FIPPA. The Province is the counterparty to the concession and holds the contract, oversight and correspondence records. Expect third-party commercial-information exemptions to be raised.
